Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan pengumpulan data primer melalui wawancara dengan informan dari dinas terkait, komunitas perempuan pesisir, dan masyarakat, serta data sekunder dari literatur dan dokumen resmi. Penelitian ini menggunakan kerangka pemberdayaan perempuan menurut Naila Kabeer (1999), yang mencakup sumber daya (resources), keputusan dan tindakan (agency), serta pencapaian (achievement). Hasil penelitian menunjukkan bahwa pemberdayaan perempuan pesisir didukung oleh potensi sumber daya lokal yang melimpah, dukungan fasilitas dan pelatihan dari pemerintah, serta partisipasi aktif dalam komunitas seperti KPPI dan POKLAHSAR. Namun keterbatasan akses modal, SDM, informasi, serta norma sosial yang membatasi peran perempuan masih menjadi penghambat yang signifikan. This study aims to analyze the political review of the </em></p> <p><em>&nbsp;</em></p> <p><em>implementation of the free nutritious meal program for elementary school students in Palembang and to identify and explain the impact of the implementation of the free nutritious meal program. The theory used by the researcher is the theory of political development explained by Warjio, which states that development is never neutral but is a political process involving various actors, interests, strategies, and powers. This study uses qualitative methods with data collection techniques through observation, interviews, and documentation. The results show that the implementation of the Free Nutritious Meal Program (MBG) in elementary schools in Palembang City reflects the involvement of political actors in public policy, in accordance with development politics theory. The local government, through collaboration with the Education Office, Health Office, SPPG, and schools, demonstrates synergy in the implementation of the program. The democratic political system is evident in the cross-sectoral coordination through MoUs that are responsive to community needs. Ideologically, the program is based on the values of social justice and equitable welfare. This program is purely a domestic policy without foreign financial intervention, although there is international technical assistance. The development process is carried out participatively through planning, data collection, and evaluation. Strategically, the program strengthens the image of the local government as caring for the welfare of the community. The purpose of this study is to analyze the impact of environmental pollution caused by palm oil industry activities on the Srigunung Village community and to examine the dynamics of power relations between the company, the government, and the community from an ecological politics perspective. This study uses a qualitative</em><em>&nbsp;</em></p> <p><em>&nbsp;</em></p> <p><em>approach with a case study method, using data collection techniques such as in-depth interviews, field observations, and documentation. Data analysis was conducted using the Miles and Huberman interactive model, which includes data reduction, data presentation, and conclusion drawing. The results indicate that the industrial activities of PT Srigunung Inti Argo Persada have caused water, air, and soil pollution, which has a direct impact on the health and well-being of the surrounding community.</em><em>&nbsp;The people of Srigunung Village experience a declinein their quality of life due to industrial waste, yet they have weak bargaining power due to the dominance of corporate power and weak enforcement of environmental law by the local government. From an ecological politics perspective, this condition reflects structural inequality and ecological injustice, where economic gain is prioritized over environmental sustainability and the community's right to a healthy environment. Fokus utama penelitian adalah menilai seberapa efektif penerapan kebijakan dan menemukan faktor pendorong dan penghambat pelaksanaannya. Studi ini menekankan enam komponen penting dalam implementasi kebijakan, menggunakan teori Van Meter dan Van Horn: standar dan tujuan kebijakan, sumber daya, karakteristik pelaksana, komunikasi antarorganisasi, kondisi sosial-ekonomi dan politik, dan disposisi pelaksana. Data dikumpulkan melalui wawancara, dokumentasi, dan observasi dengan masyarakat nelayan, UPT IPPP Lekok, dan Dinas Kelautan dan Perikanan Provinsi Jawa Timur. Metode pengumpulan data kualitatif deskriptif digunakan. Hasil penelitian menunjukkan bahwa pelaksanaan PP No. 27 Tahun 2021 di IPPP Lekok belum optimal. Hal ini disebabkan kurangnya fasilitas pelabuhan sebagaimana diatur dalam Pasal 185, seperti kolam labuh, air terjun, dan sarana pendukung lainnya. Nelayan tidak puas, kepercayaan masyarakat terhadap kebijakan pemerintah daerah menurun, dan produktivitas pelabuhan menurun karena kurangnya sarana dan akses. Namun, peningkatan fasilitas pelabuhan sesuai dengan standar nasional dapat meningkatkan lapangan kerja lokal dan pertumbuhan ekonomi. Oleh karena itu, komitmen lintas sektor antara pemerintah daerah, provinsi, dan masyarakat diperlukan untuk mempercepat pengembangan IPPP Lekok secara berkelanjutan dan meningkatkan kapasitas implementasi kebijakan.</p> Albert Joan Areli Adi susiantoro Ghulam Maulana Ilman ##submission.copyrightStatement## 2026-04-08 2026-04-08 14 1 38 52 10.55678/prj.v14i1.2483 ANALISIS INOVASI PERSONAL BRANDING KOMENG PASCA TERPILIH SEBAGAI ANGGOTA DPD RI (STUDI PADA MEDIA SOSIAL) https://jurnal.umsrappang.ac.id/praja/article/view/2635 <p><em>This study analyzes the personal branding innovation of ALFIANSYAH BUSTAMI (Komeng) after officially serving as a member of the Regional Representative Council of the Republic of Indonesia (DPD RI) Commission II. Using a descriptive qualitative method, this study processed data from documentation of Komeng activities after being elected, social media content analysis, and public responses in the form of netizen comments. The analysis was conducted using the framework of Hubert Komeng Rampersad's 8 Criteria for Authentic Personal branding, to understand how &nbsp;personal branding innovation was formed and influenced public perception. The results show that Komeng succeeded in building a new model of personal branding for state officials that not only shows simplicity and humor, but also emphasizes the substance of work. Komeng utilizes his background as a comedian as a form of specialization to simplify technical issues of Commission II such as agriculture, forestry, infrastructure, transportation, and public services into relevant, easy-to-understand, and close-to-the-public language. Through an authentic, humorous, yet meaningful communication style, Komengdemonstrates authenticity and consistency that have not changed since before entering politics. This study shows that Komeng post-inaugural activities, whether through working visits, plenary sessions, cross-institutional collaboration, or social engagement, increased his visibility and perseverance as a senator. Public responses on social media showed a very positive perception of Komeng as having integrity, being trustworthy, humble, not arrogant, and actually getting down to work, not just attending formal meetings. The public also assessed that Komeng humor did not diminish his professionalism, but instead served as a bridge of humanistic communication between the people and state institutions. This study concluded that Komeng personal branding innovation after becoming a member of the DPD RI succeeded in creating an image of a public official who was credible, professional, popular, and relevant to the needs of the community.Komeng demonstrated that authenticity, integrity, and humanistic communication were able to increase public trust and strengthen the representative function of the DPD RI, while also becoming a new model of effective political communication in the&nbsp;digital&nbsp;era.</em></p> Dwi Rizky Yuliana Sari Kun Budianto Deany Afriany ##submission.copyrightStatement## 2026-04-08 2026-04-08 14 1 53 60 10.55678/prj.v14i1.2635 EVALUASI PELAKSANAAN PERDA NO 5 TAHUN 2015 DALAM PENERTIBAN PARKIR LIAR DI KOTA SAMARINDA https://jurnal.umsrappang.ac.id/praja/article/view/2623 <p>Penelitian ini bertujuan untuk mengevaluasi pelaksanaan Peraturan Daerah Kota Samarinda Nomor 5 Tahun 2015 tentang Pengelolaan dan Penataan Parkir dalam upaya penertiban parkir liar di Kota Samarinda. Permasalahan parkir liar masih sering terjadi di sejumlah titik strategis dan berdampak pada ketidaktertiban lalu lintas serta menurunnya kenyamanan masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam, observasi lapangan, dan dokumentasi dengan informan yang meliputi pejabat Dinas Perhubungan Kota Samarinda, koordinator potensi dan retribusi, juru parkir liar, serta pengguna jasa parkir. Analisis data dilakukan menggunakan teori evaluasi kebijakan Evert Vedung yang mencakup model pencapaian tujuan, relevansi, berorientasi pada klien, dan pemangku kepentingan. Hasil penelitian menunjukkan bahwa pelaksanaan Perda Nomor 5 Tahun 2015 belum berjalan secara optimal dalam menertibkan parkir liar. Hal ini dipengaruhi oleh lemahnya pengawasan, keterbatasan sumber daya, kurangnya ketegasan sanksi, serta rendahnya tingkat kepatuhan masyarakat. Namun demikian, terdapat faktor pendukung berupa koordinasi antarinstansi dan pemanfaatan teknologi komunikasi dalam kegiatan penertiban. Local governments play a crucial role in resolving land conflicts because they are closest to the community and have authority over regional management. This study aims to analyze the role of local governments in resolving land conflicts and identify obstacles encountered in their implementation. The research method used is a qualitative approach, collecting data through interviews, searching for relevant literature, and documenting relevant parties. The results indicate that local governments play a role in providing preventive and repressive legal protection in resolving land conflicts. However, this role is not yet optimal due to obstacles such as a lack of good faith from each party and the continued refusal of parties to implement peace agreements. Strengthening institutional capacity and increasing synergy between parties is needed to create a just, transparent, and sustainable resolution of land conflicts.</p> Saenal Saenal Laola Subair Abdul Rahman Nur Salmi Salmi Kasmad Kamal ##submission.copyrightStatement## 2026-04-08 2026-04-08 14 1 72 87 10.55678/prj.v14i1.2648 POLITICAL WILL DALAM PENGELOLAAN MASALAH KERUSAKAN ALAT PEMBERI ISYARAT LALU LINTAS DI KOTA PALEMBANG https://jurnal.umsrappang.ac.id/praja/article/view/2634 <p><em>Palembang City, as one of the metropolitan cities in Indonesia, experiences high levels of mobility and traffic congestion, making the effectiveness of traffic signal devices (Alat Pemberi Isyarat Lalu Lintas / APILL) crucial for ensuring traffic flow and safety. However, recurring damage to APILL at various locations in Palembang has disrupted traffic movement and increased the risk of traffic accidents. This study aims to analyze the implementation of the local government’s political will through the Palembang City Transportation Agency in managing APILL damage, as well as to identify factors affecting the effectiveness of its management. The study employs a descriptive qualitative approach using a case study method. Data were collected through in-depth interviews, field observations, and documentation review. Data analysis refers to the five dimensions of political will proposed by Brinkerhoff, namely initiative, prioritization, law enforcement, mobilization of support, and sustainability. The findings indicate that the government’s political will has been reflected in the implementation of the SIRUM/ATCS monitoring system, the establishment of repair priority scales, and inter-agency coordination. Nevertheless, the implementation has not been fully optimal due to limited monitoring coverage, inconsistencies in determining repair priorities, and the weak enforcement of standard operating procedures. In addition, the government’s political will tends to be situational and has not yet been fully internalized as a sustainable priority agenda. The main constraints include environmental factors, aging equipment, non-technical damage, limited energy sources, and bureaucratic and coordination challenges. Therefore, strengthening political will on a sustainable basis is necessary to achieve more effective APILL management in supporting traffic safety and flow in Palembang City.</em></p> M.
